The Superintendents for both the Prince George Detachment and North District RCMP called a last minute news conference to address the findings of a report by the Public Complaints Commission into the handling of the Clayton Willey case in July, 2003. Willey was arrested near Parkwood Mall and was tasered, hand-cuffed and hog-tied by arresting officers. He was taken to cells, where he remained hand-cuffed and hog-tied. The following morning, Willey was taken to hospital and went into cardiac arrest in the ambulance en route. Several investigations have been conducted since that time, including a Coroner's Inquest which concluded Willey died from a cocaine overdose. The Complaints Commission found some faults with the investigation following Willey's death and, in particular, the length of time it took to conclude. Superintendent Rod Booth with North District RCMP concurred with that finding and stated the RCMP's new Commissioner is expected to address the issue. The report also set out a series of recommendations, all of which Superintendent Eric Stubbs says have been dealt with or are in the process of being dealt with.
