Property owners won't be happy when the open their utility bill now that council has approved the biggest hike in nearly a decade. Between the 2000 and 2008 the annual percentage increase for water, sewer and garbage never surpassed five percent, but this year council has upped water by 15 percent and sewer by five. These increases were deemed necessary in order to tackle a hefty deficit and return to funding the utilities through user fees. Property owners can also expect to see a small rate increase in their garbage utility.
